摘要
为应对改革开放带来的多元化挑战,杭州市政府进行了一系列的创新实践,创造出一种新型的公共治理机制——权威式整合,即政府依托其绝对主导地位,对社会中的多元主体、机制和资源进行整合,以实现区域与国家的整体发展。"权威式整合"不同于计划经济时期的中国政府管理模式和西方主流的公共管理模式,是适用于整个中国的新型公共治理模式。
In order to deal with the diversification caused by the Reform and Opening-up, Hangzhou government has made a series of innovative practice. This paper summarizes it as uthontarlan Integration＂ --relying on the dominant position, the government integrates the multi subjects, mechanisms and resources in the government, market and society for the overall development of the region and the nation. ＂Authorilarian Integration＂ is different from the administration mode of China in planned economy period and the mainstream modes of western countries, and is therefore a new admin- istration mode applicable to the whole China.
