摘要
义务教育作为一种最基本的公共产品,在城乡之间均衡供给是实现社会公平正义的基础。而我国二元社会结构下的公共教育政策,导致义务教育资源配置失衡,财政体制的障碍造成农村义务教育重心偏低、投入不足和师资条件落后。要实现城乡义务教育均衡发展,必须树立统筹城乡经济社会一体发展的政策理念,进一步完善公共财政体制和义务教育转移支付制度,构建义务教育管理新体制,建立城乡义务教育教师交流制度。
As the most basic public product,Compulsory education balanced supply between urban and rural areas is the foundation of realizing the social fairness and justice.But public education policy under the dual society results in our country compulsory education resource misallocation.Disorders of the financial system lead to rural compulsory education low center of gravity,inadequate investment and backward teaching conditions.In order to realize urban and rural compulsory education bal-anced development,We must set up policy ideas that the urban and rural society progress as a whole,improve public finance system and the system of compulsory education transfer payment.At the same time,build new compulsory education manage-ment system,and establish a system of communicating with teachers in urban and rural compulsory education.
