摘要
近年来,随着互联网技术的普及运用和广大民众对公共事务的知情、参与、表达、监督表现意识与行为的不断增强,网络反腐——一种新型的反腐形式,因其方便、快捷、低成本、影响力大等优势,有效加大了对官员的监督力度,使一批有问题的官员纷纷落马。网络反腐是反腐利器,但是,由于人们的法治意识还不够高,国家对网络反腐运行的法律体系和配套机制建设尚不够健全,网民在进行网络反腐时违反道德精神甚至是违法的行为时常发生。通过网络捏造事实诽谤诬陷他人,发布虚假信息,散播网络谣言,恶意炒作,侵犯隐私权,宣泄对社会不满情绪的攻击、诋毁性言语等问题不容忽视。因此,将网络反腐纳入法制化轨道,作为体制内反腐的稳定组成部分,最大限度发挥网络反腐的积极效应,避免其副作用和消极社会影响,是网络反腐发展的最终归宿。
