摘要
以西部大开发中具有重要战略地位的新疆为例,选取新疆经济发展的核心区域——天山北坡经济带2009-2010年23个县市的数据,分别从静态和动态视角运用BCC模型和Malmquist全要素指数评价天山北坡经济带各县市2009~2010年的经济发展效率和全要素生产率的变化情况。分析结果表明:2009年天山北坡经济带有13个县市经济发展非DEA有效,2(/10年情况有所好转但仍有11个县市非DEA有效,存在发展效率低下、资源配置不合理和资源浪费等问题。总体来看,由于技术效率无效、技术进步贡献不足等原因,天山北坡经济带的Malmquist全要素生产率还很小,全要素改善的来源主要是技术进步,技术效率对TFP有消极拖累作用。
Taking Xiniiang, which plays an important strategic role in western development, as an example, this research uses the data of 23 cities in Xinjiang Tianshan Northern Slope Economic Zone from 2009 to 2010 to study the Economic Development Efficiency and the TFP index of the Zone from the static and dynamic perspective, using the BCC model and Malmquist TFP index. The results show that, in this Zone, 13 cities in 2109 are non-DEA-effective; the situation has been improved in 201(I, but there are 5till 11 cities of non-DEA-effective for development inefficiencies, irrational allocation of resources and waste of resources, etc. On a whole, because of technical efficiency ineffectiveness, technological progress contribution insufficiency, the economic belt Malmquist total factor productivity index is very small. The progress of total factor mainly relies on technological improvement, since technical efficiency has a negative drag on the TFP.
