摘要
目的改变传统的管理方法和观念,利用信息技术和手段,明确权限职责,规范仪器设备的使用行为,达到科学管理的目的。方法根据中国食品药品检定研究院仪器设备管理的各项职能,阐述管理系统建设的原则、目标,介绍各模块的功能、特点。结果与结论仪器设备管理是固定资产管理和实验室质量管理的重要组成部分,是一项系统性工程。应从仪器设备的申购、审批、采购、验收、计量、期间核查、维修、处置等各个环节,对每台仪器设备的生命周期和使用状态进行全程监管,为科学决策提供依据,为检验检测工作提供支撑,为CNANS和WHO实验室质量认证提供保障。
Objective Using the information techniques and means, to change the traditional management methods and concepts, clarify work authority and responsibility, standardize work behavior, so as to achieve the objects of scientific management. Methods According to the equipment management functions of National Institutes for Food and Drug Control, the principles and objectives of the management system construction were expatiated, and the function and characteristics of each module were introduced. Results and Conclusion Equipment management is not only an important part of the fixed asset management and laboratory quality management, but also a system engineering. The lifecycle and use state of each piece of equipment should be monitored in a whole course from aspects of equipment purchase request, approval, purchase, acceptance, measurement, period verification, repair and disposal, which can provide a basis for scientific decision-making, support for the work of check and inspection, and protection for the CNANS and WHO laboratory quality certification.
