摘要
根据2011年10月28日奥巴马总统备忘录要求,拥有联邦实验室的美国各联邦政府机构制定了2013—2017年推进技术转移工作的五年计划,于2013财年开始实施。本文以从事技术转移活动最多的六个联邦机构制定的计划为例,从四个方面整理、分析了其中的新举措,以期为中国技术转移工作提供参考借鉴。
U. S. federal government agencies with federal laboratories made their Five-Year-Plan to promote technology transfer in re- sponse to Obama＇s Presidential Memorandum signed on Oct. 28, 2011. Those plans began being implemented in 2013 FY. This paper collates and analyses from four perspectives on new approaches in plans established by six federal agencies that conduct most technology transfer activities.
