摘要
在全球化时代,高等教育的国际化程度越来越高,国际学生的流动性也呈现出多元化的态势。当前,中国政府正致力于提升国际学生的层次和拓展国际学生的规模。中国高等教育国际化战略在推行中已经取得了明显成效,但也面临着如何进一步提升国际教育的竞争力、如何使国际学生有效地融入中国文化等问题。为此,我国必须调整高等教育国际化政策的重心,实现两个转变:一是要从过分注重数量增长转向更多地注重质量提高,即走内涵式发展路线;二是政策制定的主体从国家转向学校,使学校成为高等教育国际化的主导力量。
In the context of globalization, higher education has become more and more internationalized and the mobility of international students tends to be pluralistic. Currently, the Chinese government is striving to enhance both the level and the enrolment of international students. Despite the prominent achievements in the implementation of the strategy of promo- ting the internationalization of Chinese higher education, this strategy has met with many problems, such as how to further improve the competitiveness of China＇s international education, how to help international students to adapt effectively to Chi- nese culture, etc. Therefore, this paper argues that we should make some adjustments for the focus in our policy of higher education internationalization so as to realize two shifts： first, a shift from too much attention to enrolment increase to more attention to quality enhancement,i, e. paying more attention to development in terms of essence and quality; and second, a shift of the subject of policy-making from the state to universities, which will empower universities to play a leading role in the internationalization of China＇s higher education.
