摘要
当前"邻避"冲突管理的决策困境主要表现为决策问题表述不清楚、决策依据标准不一致、决策价值冲突不妥协以及决策参与地位不平等。而政府在"邻避"设施项目决策中权力过分垄断、技术评估的不确定性、营运企业在风险—收益上的估算困难和公众对"邻避"设施风险的误解,则是造成上述决策之困的关键原因。这就要求包括政府、技术专家、营运企业和公众等在内的有关各方,在"邻避"设施项目决策过程中必须采取措施予以改进,加强决策过程的科学化,从而有效地解决现实中的管理困境。
The policy dilemmas in ＂NIMBY＂ conflict management have manifested in four aspects： the unclear formulation of de cision issue, the inconsistent decision--making standards, the uncoordinated decision values , and the unequal as participators＇ status. The government decision--making monopoly, the uncertainty of technological assessments, the difficulties in estimating the the risk -- revenue ,and the misunderstanding of the public are the key reasons. All concerned stakeholders must take measures to strengthen the scientific decision--making ability in order to effectively solve the real management dilemmas.
