摘要
近年来,随着经济社会的转型和城市化进程的加快,民众对城市公共设施要求越来越高,公共设施的建设引起"邻避冲突"现象越来越明显,邻避型群体事件也呈高发态势,治理邻避冲突风险成为各级政府必须面对的难题,这也对政府的执政能力提出巨大挑战。通过学术界关于"邻避冲突"理论研究的分析,梳理邻避冲突产生的原因,探讨治理因邻避设施引起群体事件的策略,为各级政府化解邻避冲突风险提供有益的启示。
In recent years, the public have an increasing demand for public facilities with the rapid economic growth and urbanization. ＂NIMBY Conflicts＂ are inevitable in public constructions and the relevant collective incidents are increasingly happening. The public governance capacity has met great challenges. The paper analyzes the causes of ＂NIMBY Conflicts＂, explores the strategies of coping with the conflicts and finally gives several relevant proposals.
