摘要
在南黄海辐射沙脊群建立海洋生态补偿机制,调动海岸带海洋生态保护区地方政府和居民保护海洋生态的积极性,对实现南黄海辐射沙脊群资源开发、产业发展和生态环境保护具有重要意义。通过对南黄海辐射沙脊群开发利用利益相关者和公众意愿进行问卷调查,研究利益相关者类型及对海洋生态补偿的态度和认知。结果显示:南黄海辐射沙脊群周边居民的海洋生态保护意识较强,海洋生态补偿需求旺盛,78.5%的受访者支持海洋生态补偿机制的建立;在居民受偿及支付意愿分析方面,居民最能接受的海洋生态补偿方式是门票和船票反哺,对于生态补偿的受体,受访者普遍认为是当地居民和地方政府,受访者对保护南黄海辐射沙脊群的自然景观态度特别积极,对保护生物多样性态度不够积极;政府、当地居民、当地渔民和开发公司等关键利益相关者均是海洋生态补偿的积极拥护者。
Establishing a marine ecological compensation mechanism in the Radial Sand Ridge field of Southern Yellow Sea and arousing the enthusiasm of local government and residents to protect the marine ecology are meaningful to the exploitation of resources in the Radial Sand Ridge field and the development of industry, and it is also important to the protection of marine environment. The kinds of stakeholders and their awareness of and attitudes toward the marine ecological compensation in the exploiting of sandbank resource in the Radial Sand Ridge field of Southern Yellow Sea are analyzed through a questionnaire survey in this paper. The results show that, residents in the Radial Sand Ridge field of the Southern Yellow Sea have strong awareness of environment protection, about 78.5% of the respondents argue that it in necessary to establish the marine ecological compensation mechanism; In terms of the compensation method, admission tickets and boat tickets feedback are the most popular ways, and the respondents generally regard the local residents and government as the receptors of ecological compensation, they are particularly active in protecting the natural landscape of the Radial Sand Ridge field of Southern Yellow Sea, but their attitudes toward protecting biodiversity are not so active; The key stakeholders which include the government, local residents, local fisherman and development companies are active advocators of the marine ecological compensation.
