摘要
资源的严重匮乏是当前中小学安全管理面临的一大约束条件,这导致其安全管理中权、责、能的严重错配,使学校安全管理的制度设计失去了正常运行的基础,并导致其对突发事件的应对长期停留在事后被动回应的低水平,还造成了安全管理过程的碎片化。在资源条件无法得到迅速改善的前提下,应当立足于管理创新来提高中小学安全管理实效,其主要措施包括安全管理组织的社会化,安全管理资源供给的市场化,以及安全管理模式的标准化。
Currently, serious shortage of resources is one of the main constraints for the safety management of primary and middle schools. It can lead to the mismatch of power, responsibility and ability in the field of safety management, which would make the whole system of safety management lose its basis of proper operation, and led to a low level in emergency response for schools in a long time, and cause the fragmentation in the process of safety management. Under the premise that the resource conditions of schools cannot be improved rapidly, we have to increase the safety management efficiency of primary and middle schools through management innovation. The main measures include the socialization of management organization, the marketization of resources supply, and the standardization of management mode.
