摘要
回顾了电信管制领域工程成本分析方法的发展历程,介绍了国内外具有代表性的工程成本模型,并对模型在电信管制实践中的应用进行了评论。在深入分析已有模型的基础上,指出了工程成本分析方法的应用难点,并建议从简化基础数据、标准化建模方法和模拟网络演进过程3个角度加以改进。
The development of engineering cost analysis methods for telecommunications regulation is reviewed. The typical domestic and foreign engineering cost models are briefly introduced and their applications on telecommunications regulation are remarked in detail. Based on indepth analysis on these models, several difficulties for further applications are indicated. Suggestions for improvement include three aspects：reducing input data, standardizing the modeling and simulating the procedure of telecommunication network migration.
