摘要
为了弄清农业科研投资是否由于回报率较低而导致投资下降，本文对我国农业科研投资的效率进行了测算，并在此基础上分析了农业科研投资的效益分配情况，得出我国农业科研投资的内部收益率高达 56％－ 60％；在未来不增加市场开放度的条件下，农业科研投资的主要受益者为消费者；相反，随着市场开放程度的增加，农民将从科研投资中获取越来越大的效益。在此基础上，本文提出了增加农业科研投资的一系列政策建议。
Is the return to agricultural research too low to investment? The objectives of this paper are to estimate the return to agricultural research investment and to examine the welfare distribution resulted from the agricultural research. The results of this study show that the internal rate of agricultural research investment in China is high (about 55－ 60％ ). With current market structure, productivity gains from technology development are mainly distributed to consumers. However, producers' gain from agricultural technology will rise with the process of agricultural market liberalization. Based on the findings, several policy implications are provided.
