摘要
目的介绍全球基金项目管理模式和经验。方法通过对全球基金项目目标计划的制定、项目的实施、财务管理、物资采购、项目督导和监管等环节管理工作的详细阐述,特别强调了其运作模式中的指标完成率和经费执行率,较深入地探讨了全球基金以资金管理为核心的项目管理理念。结果与结论全球基金项目运作和管理模式的规范性和科学性,值得国内相关项目管理参考和借鉴。
Objective To introduce the management model and experience of Global Fund Program. Methods The establishment of objectives, implementation, financial management, instrument procurement, project process supervision and evaluation were elaborated, and target achievement rate and budget execution rate were stressed as the indicators of the project performance. The concept of project management was further investigated through capital management as the core factor of the program. Results and Conclusion The management model of Global Fund Program is normative and scientific, and could be a reference for project management in China.
