摘要
物流产业集群创新网络是一种创新资源的深度整合与价值链参与主体之间的利益协调。物流产业集群创新网络的发展与进化,意味着物流产业集群结构的升级与集群综合竞争实力的提升。在资源整合背景下,物流产业集群是一个不平衡的动态系统,创新网络的运行是引起物流产业集群波动的关键因素之一。创新网络在物流产业集群的孕育、运行与进化,促使物流产业集群发生质变性突破,新型技术形态与组织结构不断衍生,推动物流产业集群系统升级,实现物流产业集群高层次有序化调整。要通过对不同性质、不同来源的资源进行甄选、吸收、流转与多元融合,调整资源间的互动关系,来实现难以模仿的网络创新能力,进而培育和构造创新网络。从物流企业微观层面看,物流企业作为创新网络中价值链上最核心的组成单元,要整合集群内创新资源,进行技术研发与应用,提升整个网络的创新绩效与竞争力;从物流产业层面看,要加强物流产业集群内知识、技术、信息的融合,优化集群内产业链条的结构,强化物流产业的聚焦与协同,加速催生产业集群内的技术创新活动,激活基于技术创新的物流产业集群的网络关系,促进物流产业集群创新网络的形成;从政府支持导向层面看,政府应在制度设计、服务支撑、金融支持等多个方面加强对物流产业集群创新网络的指导与扶持,为物流产业集群创新网络的运行与发展提供良好的环境。
In the context of resources integration, logistics industrial cluster is the imbalanced dynamic system and the operation of innovation networks is one of the key factors causing the fluctuation of logistics industrial cluster. The cultivation, operation and evolution of innovation networks in logistics industrial cluster promoted the fundamental breakthrough of logistics industrial cluster; the continuously derived new technological types and organizational structures promoted the upgrade of this cluster and realized the high-level orderly adjustment of logistics industrial cluster. Through screening, absorbing, circulating and integrating resources with different nature and from different sources and adjusting the interactive relations among resources to realize the innovative capability of networks which is very difficult for us to imitate and cultivate and built the innovative networks. From the micro level of logistic enterprises, as the core unit in the value chain of innovative network, logistics enterprises should integrate the innovative resources within the cluster, carry out R＆D and apply the technology to reality, and promote the innovative performance and competitiveness of the networks as a whole; from the level of logistics industry, we should strengthen the integration of knowledge, technology and information in logistics industrial cluster, optimize the structure of industrial chains in the cluster, strengthen the focusing and coordinating of logistic industry, accelerate technological innovative actions in the cluster, activate the technological innovation-oriented networks relation in the cluster and promote the formation of the innovation networks of this cluster; from the level of government support, the government should strengthen guidance and support for the innovation networks of this cluster in terms of institutional design, service support and financial support and provide the operation and development of innovation networks of this cluster with sound environment.
