摘要
流通公共支撑体系包括流通制度、规划、政策、重要商品储备等纯公共产品以及农产品批发市场、物流基础设施、信息平台、技术开发与应用等准公共产品。目前,我国的流通产业公共支撑体系缺乏国家层面的统一发展规划,配套政策措施不完善,相应的法律法规尚不健全,提供公共产品方式仍有待完善。为此,必须完善相关法律体系,及时出台《农产品批发市场法》、《电子商务法》;制定全国性发展规划,尤其是在农产品批发市场和物流基础设施方面统一布局、突出重点;以政府授权、政府参股、政府购买、合作开发等多种方式,充实流通产业公共支撑体系内容,提高公共产品的供给水平;以部际协调和部省联合的方式,建立跨部门联动机制;建立一批覆盖面广、辐射力强的信息网络平台,提高流通领域信息的传递速度和处理效率。
The public support system of circulation industry includes such pure public products as circulation system, planning, policy and reserve of important commodities and such quasi-public products as wholesale market of agricultural products, logistic infrastructure, information platform, and development and application of technology. At present, there are some problems with the public support system of circulation industry, such as the lack of unified development planning from the national level, the imperfect support policies and countermeasures, the imperfect related law and regulation, and the unimproved supply pattern of public product. So, we should, first, perfect related law system and adopt the Law of the Wholesale Market of Agricultural Products and the Law of E-Commerce; second, we should stipulate the national development plan; third, we should enrich the content of public support system of circulation industry in ways of government authorizing, participating, purchasing and cooperative development; third, we should improve the supply level of public products; we should improve the inter-department integrated system, and fourth, we should establish some information network platform with broader coverage and stronger power of radiation to increase speed of information delivery in the circulation field and improve the efficiency in handling related problems.
