摘要
鄱阳湖流域水土保持生态补偿机制的建立,对促进鄱阳湖生态经济区建设和保护鄱阳湖"一湖清水"具有重要意义。在分析建立生态补偿机制的必要性、紧迫性、现有政策缺陷和相关政策与实践的基础上,从补偿的主体和客体、补偿标准以及补偿方式等方面,介绍了鄱阳湖流域生产建设类和预防保护类水土保持生态补偿机制的基本框架,并为尽快建立这一机制提出了政策建议。
The establishment of ecological compensation mechanism for soil and water conservation in Poyang Lake area is of great importance for development of Poyang Lake Ecological Economic Zone and the water quality security. After briefing the ne-cessity, urgency and realistic basis of establishing the ecological compensation mechanisms for soil and water conservation in Poy-ang Lake Basin, we put forward the institutional framework of the compensation mechanism, including the compensatory subject and object, compensation standards and compensation ways, and several policy recommendations were also proposed to accelerate the establishment process of the compensation mechanism.
