摘要
以水资源为纽带的流域内生态补偿是当前生态补偿研究与实践探索中的热点领域。总结探讨了流域生态补偿理论与方法的研究进展,归纳了国内外流域生态补偿的主要实践案例,并从补偿目的、方式、特点、效果等方面进行了对比分析。在分析比较的基础上,对我国流域生态补偿关键制约因素进行了分析,并从流域生态补偿政策机制制定、法律制度建设、技术方法体系等方面提出了建议。
Watershed ecological compensation mainly focusing on water resources is an important component of current ecological compensation researches and practices.The research progress on theories and methods of watershed ecological compensation are summarized and some cases at home and abroad are collected and discussed.The compensation goal,approach,characteristics and effect of various compensation ways are compared and analyzed.On the basis of analysis,the key restriction factors in watershed compensation in China are analyzed and the suggestions are put forward in the aspects of policy,law and regulation,technology and method of watershed ecological compensation.
