摘要
黑龙江省冰雪体育旅游产业是黑龙江国民经济的重要组成部分,其发展与政府的管理密切相关,通过转变政府职能才能更好地实现黑龙江省冰雪旅游产业尤其是冰雪体育旅游产业的持续、稳定的发展。通过对黑龙江省冰雪体育旅游产业现状的分析,指出当前政府职能在推动黑龙江省冰雪体育旅游产业发展中存在缺位、越位、错位等问题。总结出大力宣传,打造黑龙江省冰雪体育旅游的国际品牌;加强管理,完善监督机制;拓宽渠道,培养专门人才;科学统筹,坚持管理体制改革;资源整合,制定评价体系,提升国际竞争力等政府职能转变的方式,旨在为黑龙江省的冰雪体育旅游产业的可持续发展提供参考。
Ice and snow sports tourism industry in Heilongjiang province is an important part of national economy of Heilongjiang. Its development is closely related to the management of government. By the transformation of government functions,it can better achieve the sustainable and stable development of ice and snow tourism industry in Heilongjiang province,especially the sports tourism industry. By analyzing the status of ice and snow sports tourism industry in Heilongjiang,this paper points out that when government functions promote the development of ice and snow sports tourism industry of Heilongjiang,there are some problems about vacancy,offside,dislocation and others. It summayizes that the publicity,we should create the international brand of Heilongjiang ice and snow sports tourism,strengthen management and improve the supervision mechanism,expand the channels and train specialized talents,scientifically plan and insist on the reform of management system,integrate the resources and establish the evaluation system,enhance the international competitiveness of the transformation of government functions,and in order to provide the reference for the sustainable development of ice and snow sports tourism industry in Heilongjiang province.
