摘要
分析了高校采购管理部门在仪器设备采购具体操作上存在的问题和信息化建设的迫切性,研究了高校信息化采购发展的现状及尚需改进的几个问题,提出了建设符合高校实际情况的信息化采购平台建设思路,详细分析了信息化采购平台的功能需求和实现方式。信息化采购平台对提高采购效率和资金使用效益、规范采购、全面提升高校采购管理服务能力具有重要意义。
The drawbacks of the university procurement administration in actuality are described in detail ,and the urgency of the informationization construction is analyzed. The development status of university informationization procurement platform and several issues needed to be improved are studied. The ideas of constructing informationization procurement platform according to that university characteristics are presented.Functional requirements and implementations of informationization procurement platform are analyzed in detail.It is important for improving procurement efficiency and capital efficiency and standardizing the procurement process .
