摘要
介绍农村水能资源开发的现状及开发过程中应采取的开发制度。在水能资源开发中探索资源、生态、经济等三大补偿机制,统筹资源开发与生态建设,坚持开拓创新,理顺体制机制,确保农村水能资源开发迈上新台阶。
The current status of hydropower resources development in rural areas is introduced. Then the development system is discussed and some recommendations are given. Three compensation mechanisms should be considered - the resources, ecology and economy. In a proper development system, the resources development and the ecological con- struction should be considered unitedly. And the hydropower resources development in rural areas can be further im- proved with this new system.
