摘要
单行条例现已为数较多,功能渐现,但它客观上仍然存在民族性淡薄、自治性不足、补缺性欠缺等亟待完善的问题。完善的基本途径在于突出民族性、强化自治性和注重补缺性,充分彰显民族自治法规的本质特征。
The specific regulation comes up to a large number, its functions have been appeared, but actual- ly it still exists some problems to need improving, such as indifferent feature of nationalities, inadequate feature of autonomy and insufficient feature of addendum. The fundamental ways to improve is to emphasize the feature of nationalities, strengthen the feature of autonomy, and pay attention to feature of adden- dum. Uhimately, they will demonstrate the natural feature of autonomy statutes.
