摘要
自治区单行条例可以保障民族区域自治制度在某个方面、某个具体问题上得到实现,是自治区实施民族区域自治的基本形式。体系化的自治区单行条例可以涵盖自治区自治条例涉及的所有方面,成为全面实施民族区域自治的主要形式,可以有效克服自治区自治条例缺失具体条款所带来的各种问题。
The separate regulations of autonomous regions are the basic forms of implementation of re gional autonomy with ethnic minorities as they can ensure the realization of the regional national autonomous system in the lights of practical problem solving in certain aspects. A systematic separate regulation of re gional national autonomy covers all aspects of the autonomous regulation. It overcomes various problems of the autonomous regulations due to the lack of specific articles effectively and has become the major form to implement regional national autonomy in all fronts.
