摘要
近年来,公共服务和行政服务标准化成为各地深化服务型政府建设的一项新内容。文章选取的漳州市作为中国地方政府效能建设的发祥地之一以及福建省最早建立行政服务中心的城市,从2011年开始进行较为系统的政务服务标准化实践探索,已经取得了成效,积累了经验,为公共服务质量管理提供了一个鲜活的本土案例。可以说,行政服务标准化的实质是促进行政服务质量的持续改进,不断满足民众对高质量行政服务的需求,并为行政服务质量改进提供了新机制、新途径及新方式。
In recent years, public services standardization and administrative services standardization are becoming the new con- tents to deepen the construction of the service--oriented government. Zhangzhou, which is one of the birthplaces of China's local government effectiveness building and the earliest place to establish administrative service center in Fujian province, began to explore the administrative service (government service) standardization in 2011. It has achieved success and accumulated experience, and provided a vivid local example for the public service quality management. The essence of administrative service standardization is to promote the continuous improvement of administrative service quality, and constantly satisfy the public demand for high quality administrative service, as well as to provide a new mechanism, a new mean and a new way for administrative service quality improvement.
