摘要
国防科技查新的目的是为国防科研项目的立项、鉴定、成果报奖、专利申请等的新颖性评价提供理论参考依据,因此,国防科技查新报告必须客观、公正、准确地反映委托查新项目的真实情况。本文从规范国防科技查新工作流程、合理利用文献资源、优化检索过程、规范查新报告、以及查新人员素质等方面,探讨了提高国防科技查新质量的途径。
The purpose of national defense sci - tech novelty searching is providing theory basis for national defense scientif- ic research program, the appruaisal, and patent application such as novelty evaluation. Therefore, the national defense sci - tech novelty search report must be objective, impartial and accurate, in order to reflect the realities of the commissioned novelty search projects. This paper discussed work process of national defense sci - tech novelty search, literature recourse, process of search, finished the report of novelty search, and inner quality of novelty search staff on improving qualities of national defense sci- tech novelty Search.
