摘要
在深刻认识、把握开放规律的基础上,党的十八届三中全会提出要"扩大内陆开放"。"大通道"、"大通关"、"大平台"、"开放的产业大集群"、"投资便利化大环境"是扩大内陆开放的标志和方向。新时期扩大内陆开放,应从如下方面着力:开辟新的国际大通道,创造内陆开放的区位条件新优势;创新大通关制度,促进内陆对外贸易便利化;优化内陆保税(港)区功能,搭建服务内陆开放的大平台;创新加工贸易模式,构建内陆开放型产业大集群;放宽准入门槛,打造外资投资便利化的大环境。
Based on a profound understanding and grasp of the law of opening-up, the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China puts forward to expand opening-up of inland areas. ＂Big channels＂, ＂big customs-clearance＂, ＂big platform＂, ＂open industrial clusters＂, and ＂the broad environment of the convenience of investment environment＂ are the signs and directions of expanding opening-up of inland areas. Expanding opening-up of inland areas in the new period should embark on setting up new international big channels and creating new advantages of location condition in inland areas, innovating the system of big customs-clearance and promoting the convenience of foreign trade in inland areas, optimizing the function of inland bonded （harbor） area and establishing the big platform of servicing the opening-up of inland areas, innovating the processing trade mode and setting up industrial clusters of inland areas, and relaxing admittance threshold and creating the broad environment of investment facilitation for foreign capital.
