摘要
近年来,我国食品安全事故发生频率高,为食品安全监管的法律制度、监管机制、部门协调等提出了新的要求。香港与内地监管体系对接,可为我国食品安全监管提供有益参考。目前鲜有研究对香港目前食物安全监管体制做全面梳理研究。基于对香港食环署食物安全中心的多次访谈,该文讨论香港食品安全监管机制的制度架构、运作模式、背后精神,并提出对内地的借鉴意义和政策建议。
The incidents of food safety increased in recent years in China's Mainland, which requires the government' s further efforts of improving legal systems, strengthening supervision mechanism and intra- governmental cooperation. Hong Kong provides a convenient case to learn since it cooperates with Ma- inland' s regulatory agencies on its food safety control. This paper focuses on the intention, institutional framework, and mechanism of Hong Kong' s food safety regulation system as well as the reference of China's Mainland based on in-depth interviews with Centre for Food Safety in Hong Kong.
