摘要
门诊统筹是基本医疗保险体系的重要组成部分,新医改背景下,职工基本医疗保险门诊统筹在完善医疗保障体系、活化个人账户、优化资源配置、提升医保待遇水平等多方面被寄予厚望。从筹资方式、保障范围、医疗待遇、结算方式四方面客观总结门诊统筹模式,分析门诊统筹发展中遇到的问题,并对其未来发展提供建议。
The wholly planned outpatient is an important constituent part in basic medical insurance system. Under the new background,it is highly expected that the outpatient basic medical insurance of employees planned as a whole can improve medical security system, activate personal account, optimize resource allocation, and improve treatment of medical insurance. The authors summarize objectively the wholly planned mode of outpatient from the 4 aspects of financing meth- od,insurance coverage,medical treatment and clearing form,analyze the difficulties in the wholly planned development of outpatient and put forward suggestions for its future development.
