摘要
本文从另一个侧面探讨振兴黑龙江林业的思路。一是从政策上改革管理体制．使其顺应社会发展的潮流．对生产力的发展起到促进作用：二是创造良好的外部环境．利用人才的吸纳、发挥人才的作用。才能够真正地振兴黑龙江的林业。
The author discussed the thoughts to improve the forestry in Heilongjiang districts from the two aspects: to reform the management systems on policies and to create the better external environment.
