摘要
在"十二五"规划思想的指导下,绿色建筑发展的趋势必将势不可挡;同时,越来越多的城市把生态城市规划建设理念转为实践。绿色建筑可以节约能源、保护环境,对生态城市建设也有良好的促进作用,但由于绿色建筑前期成本高、回报期长、外部经济性较强等特征,使其在国内推行困难,政策引导是促进其发展的关键。在对政策现状和绿色建筑特征分析后,指出绿色建筑激励机制设计的重要性,运用博弈模型研究绿色建筑的激励力度,最后提出政策建议。
Under the guidance of Twelfth Five - Year plan, the development trend of green building will be unstoppable. At the same time, more and more cities put the concept of ecological city planning and construction into practice. Green building can save energy, protect the environment and play a good role in promoting the ecological city construction. But the characteristics of high upfront costs, long return period and strong external economy have made the green building devel- op difficultly in our country. Policy guidance is the key to promote the development of green building. Through analyzing the green building incentive policy situation and green building economic characteristics, the paper pointed out the impor- tance of green building incentive mechanism design, and used the game analysis to research green building incentive strength, finally put forward the policy proposals.
