This paper briefly expounds the concept of metropolitan city and the situation of local newspapers and periodicals, introduces the development status of Shenyang City＇ s local newspapers and periodicals, and puts forward some strategies for the construction of local newspaper and periodical resources of the libraries in metropolitan city.
