摘要
我国已经制定了大量信息资源建设政策,但政策目标和政策重点的不清晰严重阻碍了政策作用的发挥。现阶段,我国信息资源建设政策的目标应集中在构建全国信息资源保障系统、数字信息资源建设、协调信息资源共建共享中的利益关系、推动信息技术的应用和标准化建设四个方面。应以引导扶持数据库产业的发展、推进信息资源共建共享、完善知识产权法律制度、加大技术支持力度等内容为政策重点。
There are lots of policies about information resource development in China, but they are not effective because of the blur of their objects and emphases. Now, the objects of information resource development policy are to establish a national safeguard system of information resource; promote digital information resource development; harmonize interests relationship in information sharing; impulse the implication of information technology in information resource development, and enhance standardization. We should focus on the evolution of database industry, information sharing,perfection of intellectual property,implication of information technology and so on.
