摘要
当前,国际格局深入调整,进入新的不确定期,其对中东局势产生两方面重大影响,一是美国和西方出现难以独自主导中东的趋向;二是中东特别是阿拉伯国家深受新自由主义之害,出现政治不稳、经济滑坡与社会动荡。最近十余年来,中国与中东国家关系稳中向前,双方在坚持不干涉内政原则的前提下,重视以中阿合作论坛和中非合作论坛作为交流交往合作对话的重要平台,全面深化在政治、经济、人文三大领域的合作。取得了巨大成就;中国妥善应对了巴以问题、伊朗核问题、伊拉克战争以及阿拉伯剧变等敏感问题。基于能源和经济因素、反恐合作、安理会常任理事国、美国全球战略变化以及维护我国领土完整与主权独立等战略因素的考量,以及当前国际国内形势变化,中国需抓住机遇,尽快制定中东战略,其时机和条件已经成熟。
Facing an uncertain time, the further adjustments in current international pattern will cause two significant impacts to the Middle East situation. On the one hand, the United States and the West cannot dominant the Middle East alone; on the other hand, the Middle East, especially the Arab countries have deeply afflicted by neo -liberalism, and suffered a lot from political instability, economic downturn, and the social unrest. In the past decade, the relations between China and the Middle East are on the steady move. Persisting in the premise of non-interference in each other＇s internal affairs, the two sides emphasize Sino- Arab forum and China- Africa forum as the important platform of communication and cooperation, and fully deepen political, economic and cultural cooperation, all of which have made significant achievements. China properly deals with the Palestine - Israel conflicts, Iran＇ s nuclear issue, Iraq War, and the Arab upheavals. Considering some factors like energy, counter - terrorism, UN Security Council permanent membership, the transition of the United States＇ global strategy, and China＇ s territorial integrity and sovereignty maintenance, China should seize the opportunity to formulate its great strategy for the Middle East as soon as possible.
