摘要
作为世界上惟一的超级大国和埃及穆巴拉克政府的长期盟友,美国对2011年以来埃及变局的应对值得关注。为了对美国应对埃及变局的政策措施、效果及导致相应效果的原因做出逻辑连贯的解释,可以从社会科学研究中的架构视角进行考察。基于这种考察可以发现,美国政府建构了一种"改革"框架,以此来理解和应对埃及变局。然而,在影响框架产生框架共鸣的六个因素——框架的持续性、经验可信性、架构者的可信性、描述的精确性、框架的集中性、经验可通约性——中,"改革"框架除了持续性以外,在其他五个方面都存在或多或少的问题,这些问题导致美国的"改革"框架无法在受众中产生广泛共鸣。尽管美国在埃及变局中采取的应对措施对埃美关系的影响并非决定性的,但由此造成的埃及民众对美国的不信任,已给埃美关系的发展带来了负面影响。
As the only superpower in the world and the long-term ally of Hosni Mubarak regime,the U.S.response to the Egyptian uprising in 2011 should be fully explored.In order to give a logical and coherent explanation of the U.S.policy toward Egypt,the author viewed this issue from the perspective of framing in social sciences.He argues that the U.S.has set up a framework of 'reform' to comprehend and deal with the Egyptian uprising.However,of the six factors that influence the resonance of this framework,namely,the frame’s consistency,the empirical credibility,credibility of the frame articulator,centrality,experience commensurability and narrative fidelity,the frame of 'reform' only has consistency while having more or less flaws with the rest five.It helps to explain why the American 'reform' frame has little resonance among its audiences identified.Consequently,the resulted widespread distrust of the U.S.among the Egyptians has already brought negative impact on the US-Egyptian relations.
