摘要
地方政府在主体功能区战略制定、战略推动、战略落实方面都起到了重要作用。主体功能区战略在地方层面推进的困难主要在于以功能区而不是行政区为政策载体、利益补偿机制尚不完善、开发秩序落实困难三个方面。需要从行政区政策差别化、地方政府政策创新与规范、利益补偿机制、过渡性政策等方面进一步调适。
Local government plays an important role in strategic fornmlation, strategic driven and strategic implementation aspects in the main functional areas. Main functional areas of strategic difficulties at the local level lies mainly in functional areas rather than in administrative support for the policy, imperfect interest compensation mechanism, and orderly development of three aspects of the implementation difficulties. Further adjustment in terms of administrative policy differentiation, local government innovation policies and regulations, interest compensation mechanism, and transitional policy are all needed.
