摘要
就收入分配制度 ,十五大报告中明确提出 ,要把按劳分配与按生产要素分配结合起来。那么 ,实现按生产要素分配也需具备一定的条件 ,本文对此展开讨论。认为 :明确界定生产要素的产权、贯彻公平原则。
As far as the distribution system of income is concerned,it had been put forward definitely in the report of the 15 th NPC that it should combine the distribution according to work with the distribution according to production elements However,it must have some necessary conditions to realize the distrbution according to production elements In this article the authors makes a discussion about that They indicate that to limiting clearly the property right of production elements,implement the principle of justice,develop the system of elements marked,and etc,can take the effect of protection and promotion for carrying out the distribution system according to production elements
