摘要
近年来在发达国家基础设施建设过程中广泛推广的PFI(民间资金启动 )方式 ,是政府部门将社会资本用于公共事业以用活民间团体的资金和能力的一种项目运作体系。通过PFI的导入 ,期望削减政府财政支出 ,分担政府部门的投资风险 ,提高公共事业的运营效率。本文介绍了PFI的产生、发展和特点 ;并对典型项目进行分析 ;针对我国城市轨道交通建设现状提出一些建议。
PFI, a system in which the government puts capital into public causes and activates the funds owned by non-governmental groups, is popularized and practised by developed countries in their infrastructure construction during recent years. The system is expected to reduced financial expenditure, share risks and improve efficiency of the public causes. The article details its production, development and characteristics. Some typical events are also analyzed and some advices releveant to the status of the urban rail transit construction of our country are presented.
