摘要
我国电力行业一直存在价格交叉补贴问题,供电成本不能得到合理分摊,电力企业长期投资得不到保障。两部制电价可以促进价格机制的透明性,保证电力投资成本顺利收回,使电力供应持续稳定。国际上许多发达国家已经实施了两部制甚至多部制电价。我国应该借鉴发达国家的先进经验,进一步优化两部制电价制度设计,以更好地解决电力行业长期投资得不到保障的问题。
cross-subsidization problems have existed in China＇s power industry for a long time, when electricity cost can not be reasonably assessed, and the power company＇s long-term investments are not protected. Two-part tariff can promote transparency of pricing mechanism, ensure the recovery of the investment cost to get a reliable electricity supply. Many devel- oped countries have already implemented two-part tariff, or even multipart tariff. China should learn from international expe- riences and improve its own two-part tariff to better ensure long-term stable investment in the power sector.
