摘要
以合寨村为代表的广西的村民自治遭遇经济发展滞后、制度流于形式、市场经济冲击等问题。从实际出发,广西村民自治发展的根本出路在于基层实践,在于群众民主参与意识的培养和政治参与热情的调动。具体说来,即在于发挥好政府引导作用,利用好村委干部的组织和桥梁中介作用,依靠并充分挖掘广大农民的参与主体地位和内在动力;三者有机结合、系统联动,合作实现村民自治制度的脱困和优化。
Represented by Hezhai village, the rural autonomy in Guangxi suffered the problem of economic development lagging behind, policy as mere formality and the impact of market economy. Practically, the essential way to the development of rural autonomy in Guangxi is practice in primary levels, to cultivate the villagers with the sense of democratic participation and to drive their enthusiasm of political participation. Specifically, the government should act as a good guide, make good use of the organizations and intermediary roles of the village cadres, rely on and fully tap the dominant role of participation of the villagers and their internal motivation; the organic combination, system linkage and cooperation of these three can overcome difficulties and realize optimization for the system of rural autonomy in Guangxi.
