摘要
联邦制大学是世界高等教育多元化发展过程中一类独具特色的高等学校合作办学模式,对英国和世界高等教育发展产生了较大影响。我国独立学院与母体高校的办学关系较类似于以英国伦敦大学为代表的独立学院联邦制大学办学模式,因而在规范设置与管理方面可以参考这一类大学的办学模式,加强基本办学条件建设,完善独立学院办学章程,科学制定独立学院与母体高校之间的办学协议,理顺办学体制机制,规范办学行为,加强办学内涵建设,积极探索符合我国独立学院办学实际、有中国特色的联邦制大学体系。
Collegiate University, which emerged in the process of diversified development of world higher education, has its own unique cooperative school-running mode in higher education. It has a signifi-cant influence on higher education in UK as well as in the world. The school-running mode between an independent college and its host university in China resembles greatly to that of the collegiate universi- ties represented by London University. Therefore, the school-running mode of collegiate universities could serve as a good reference for the standardized reform and management of independent colleges in China. By enhancing the development of basic operation conditions, improving its school-running reg- ulations, setting up a scientific school-running agreement between itself and its host university, straightening out its schooling system, regulating its schooling behavior, and strengthening its schooling connotation construction, independent colleges in China should actively find a collegiate uni-versity system with Chinese characteristics conforming its own reality.
