摘要
中国式人地分离是指土地集体所有权虚置、土地处分权强大、人口与土地使用权的短暂分离。主要形成原因是现有城市户籍制度安排下,因为购房入户政策的制约,农民工无力通过购房获得城市土地;现有集体土地所有制下,农民不愿在没有足够补偿情况下放弃土地处分权而脱离农村土地。
China model of breakaway between population and land refers to the volatility of breakaway between rural population and rural land under the premise of both the void of land collective ownership and stronger land disposition rights. The main causations which coming into being this situation are brought about by two factors. On one hand, under the current urban household register system, restricted by the policy of bought the house then acquires the Hukou, peasant workers have no enough income to buy the urban house and cannot possess or share the urban land fights. On the other hand, under the current rural collective land ownership, it is reluctance for peasant workers to abandon rural land disposition rights and leave the rural land ff there are no enough compensation endowed.
