摘要
本文从制订"汉语能力标准"立论。语言能力是人类普遍具有的能力,而人的语言能力水平是可比的,尽管人们的语言不同,两个人的语言能力不一定完全相同,个体的听、说、读、写技能也不一定平衡。人的语言行为所表现出的语言能力,是can do即"能做某事"的能力,是完成在现实生活中可能遇到的、需要完成的语言任务的能力。语言能力标准又称语言能力量表,是对语言使用者和学习者的语言能力水平的系统描述。语言能力标准主要描述"能做某事"即完成语言任务的语言能力,而不是只描述语言知识和语言技能。语言能力标准是跨语言的,互相之间是可比的。
The paper focuses on the significance of establishing the Chinese Proficiency Scales. Language competence is an ability shared by all human beings. Language competence of each individual, however, is unique yet comparable between different speakers of a same language or even of different languages. The language competence expressed through language performance reflects " can do"--the ability of carrying out the encountered and required language tasks in daily life. Language proficiency scales are the systematic description of the language competence of the users and learners of a language. The scales focus on describing the language competence of " can do"-carrying out the language tasks, rather than merely describing language knowledge and language skills. Language proficiency scales are cross-language scales and the scales used for different languages should be comparable.
