摘要
地方政府公信力在理论和实践上日渐成为一个重要的主题。学界对地方政府公信力的内涵尚未形成统一的认识,有能力说、效能说、关系说等,这些不同视角的阐释对地方政府公信力的研究起到积极促进作用。文章认为地方政府公信力在本质上是地方政府履行政府职能、承担政府责任、回应社会公众诉求所表现出的赢得社会公众基于主观价值评判基础上的认可的能力,是地方政府取信于社会公众的能力。地方政府公信力不但反映了公民合法权利、正当利益得到维护和保障的程度,而且其对于获取地方政府合法性、检验地方政府公共性、审视地方服务型政府、评判地方政府绩效等都具有重要的意义和价值功能。
The public trust of local government has gradually become an important there, not only in theory, but also in practice. There is no centralized connotation of the public trust of local government, and there are some theories, such as ability, performance and relationship, and so on, which interpret the public trust of local government in different aspects and play a positive role in the study of the public trust of local government. The essence of the public trust of local govermnent is the admissive ability which is based on the judgment of the public＇ s subjective value. It depends on the performing function of local government, the responsibility of local government and the response of the local government to social public. The public trust of local government not only reflects the maintaining and guarantee degrees of people＇ s legitimate rights and benefits, but also has fundamental meanings and valuable implications on obtaining legitimation of local govemnlent, testing publicity of local government, censoring service-oriented local government, and criticizing perfomlance of local government, etc.
