摘要
转变经济发展方式是适应政治转型、经济增长和社会建设需要,具有政治经济社会的"三维"内涵。公共服务均等化具有的民生政治效应、宏观经济结构转型效应、城市化转型升级效应、机会均等与幸福中国效应成为转变经济发展方式的"三维"联动机制的关节点,因而推进经济发展方式转变要与基本公共服务均等化战略有效结合起来,在上层建筑的发展理念、政绩考核和法律保障的顶层设计、经济基础的包容性增长模式和社会支撑的公共服务制度安排上构筑公共服务均等化的政治经济社会"三维"联动机制,进而为经济发展方式转变提供动力支撑。
To transform the mode of economic development is to adapt to the needs of political transition, economic growth and social construction, having the three-dimensional connotations of polit- ical and economic society. Such effects as the people＇s livelihood and politics, the macroeconomic structural transformation, the urbanization transformation and upgrading, the equal opportunity and hap- py China that possessed by the equalization of public services should become the critical point of the 3-D linkage mechanism in the transformation of economic development mode, thus promoting eco- nomic development mode shift must be effectively combined with the basic public service equalization strategy. The construction of the political-economical-social 3-D linkage mechanism for the equaliza- tion of public services should be on the basis of the superstructure top-level design, including devel- opment concept, performance evaluation and legal safeguards, the inclusive growth patterns on the e- conomic base, and the public service institutional arrangements supported by the society, so as to pro- vide power support for the transformation of economic development mode.
