摘要
目前高校工程建设领域投入力度大、腐败频发。高校工程建设领域腐败防治的关键点在于工程的招标环节、工程施工环节、工程的竣工验收环节和工程的决算审计环节。为此应努力提高评标专家的专业素质,对评标专家库实行动态管理;创建"三位一体"的招标新模式;加强现场管理人员素质建设;引入公众监督机制;加强审计制度和人员队伍道德建设。
At present, project construction in universities is facing problems as big investment and a high incidence of corruption. The prevention of such corruption lies in competitive bidding, construction, check before acceptance, and the audit of final accounts. Accordingly, we have to improve the quality of bidding experts and conduct a dynamic management of storage of such experts, establish a new ＂three-in-one＂ bidding modes, enhance the construction of manage stuff＇s caliber, introduce the public supervision system, and strengthen the construction of auditing system and morality of stuff.
