摘要
区域竞争力与可持续发展能力源于完善的区域创新系统，而社会资本在区域创新系统的形成完善中发挥着重要作用，是区域发展的核心竞争优势。本文首先对区域创新系统和社会资本的概念进行理论梳理，从理论和实践两个方面证明了区域社会资本在区域创新系统中的关键地位，并以此为基础构建了以区域社会资本为核心要素的多元互动的区域创新系统模型。最后指出，区域社会资本的形成和发挥作用受到多种因素的制约，其中政府的作用特别重要。
Regional competitive power and sustainable development originate from the perfect regional innovation system. Social capital of the region plays an important role in building regional innovation system, and it is core advantage of regional development. In this paper, first regional innovation system and social capital of region are summarized and their definitions are given. Second the role of social capital of region in RIS is studied and it is proved that social capital of region is crucial in constructing RIS theoretically and practically. On this basis, a model of regional innovation system that consists of many interactional elements is constructed. Finally, it is pointed out that many social factors restrict forming of social capital of region and its function, and government＇s power is one of important factors.
