摘要
本文通过文献法,尝试构建了美国国家外语能力建设的模式。该模式从宏观和中观两个层面厘清了美国建设国家外语能力的核心体系及其构成要素间的关系,清楚呈现了美国政府建设国家外语能力的路径和措施。文章最后指出,该模式有三个特点对我国政府建设国家外语能力有启示作用:(1)国家主导,顶层设计;(2)军民资源互通共享;(3)高端人才储备采用精英战略。
This paper makes an initial attempt to construct a model for understanding US national language capacity development by iteratively reading and analyzing various types of document,report and paper.The model we construct is described in terms of two levels.At the first level,we identify major components of the model and explain their relations;at the second-level,we illustrate the constituents within each component and their relations.The model at the two levels can clearly describe the trajectory through which the US has developed its national language capacity.It can also well show the measures taken to ensure its effective progress.The paper finally indicates that three outstanding features displayed in the model are worthy of attention for the Chinese government in developing its national language capacity.
