摘要
陕西油气资源开发历史悠久,产业发展规模空前,已经成为我国第一大油气生产省区。对陕西石油天然气产业而言,沿革其历史发展的脉络,以历史观和产业观进行研究,发现农耕时代陕北地区已经开始出现石油的初级应用,中国石油工业诞生于陕北,在近代工业时代的产业开发中,产业发展的主要问题是石油储层的低渗透率问题,技术成为产业发展的关键性要素;而由于历史原因该产业目前存在很多的问题,诸如两个开发主体并存问题,地权矿权冲突问题,多个利益主体的矛盾等问题。
The development of oil and gas resources is historic in Shaanxi, nowadays the development of oil and gas industry achieved an unprecedented scale, and Shaanxi has become the largest oil and gas produ- cing province in China. To the oil and gas industry of Shaanxi, along with the evolution in the context of its historical development, using the point of history and outlook, we found that in farming era the petro- leum＇s primary application has begun to emerge in Northern Shaanxi, Chinese oil industry was born in northern Shaanxi; In the modern industrial development, the main problem in this industry is the low per- meability in the oil reservoir; the technology has become a key factor for the industrial development; And due to historical reasons, there are so many problems in the industry, such as the phenomenon of coexis- tence of two development body, the conflicts of mineral rights and land ownership, and the contradiction of multiple benefit owners, and so on.
