摘要
苏锡常地区是我国富庶的农业地区 ,依据实地调研、分析农业比较优势 ,该地区农业产业化经营应具有较强支撑力度的优势产品 ,较高的产业关联度 ,较高的科技含量 .着重研究两种地域模式 ,一是基于名特优农产品的“(凭借 )小品种、(创造 )高效益、(占领 )大市场”的模式 ;二是由龙头加工企业带动、体现优势产品创造高效益、加工产品提高附加值、产业扩张开拓大市场的模式 ,进而探讨上述地域模式的集聚 -扩散机制 ,苏锡常地区农业产业化经营在地域上表现出集聚为主的特点 ,随着优势区域的实力增强而出现扩张的趋势 ,通过产业扩张、市场扩张、地域扩张 ,在更大范围内实现生产要素优化组合 .
Su Xi Chang region is one of the traditional prosperous agricultural regions in China. On the basis of field survey, this paper gives an approach to the areal models of agricultural integration management and their agglomeration diffusion mechanism. By analyzing the areal characters of comparative benefit, the authors believe that Su Xi Chang should tap the marketing potentialities by developing famous specialties and foster developing capability by agricultural integration management. The regional characters of agricultural integration should have the advantage products with more adequate supports, better industrial relevance and more content of science and technology. This paper stresses two major areal models of advanced products, which reflect the characters, such as superior products with more benefits, process products to increase additional value, industry expansion to open up new market. The first model is “small variety, more benefits, larger market share”, which is based on both traditional excellent products (such as Yangchen lake crabs) and new excellent products (such as quails). The second model is “excellent series products through processing enterprises”. Their trends of character are as follows: (1)to increase advanced factors and potential superiority by management of leading agricultural integration processing enterprises, thus creating superiority in products, scale technolgy and market; (2)Depending on the superior products, to develop the leading processing enterprises and improve the indusrial chain in competition; (3)to extend and expand industrial chain around the leading products, the serial products and integration management; (4)to link up excellent product bases and domestic and external market by leading processing eneterprises, transforming the rural industrial structure into an intensive one; (5)to provide new jobs for surplus labours; (6)to optimize all factors, expanding the trans regional management and trans administrative districts; (7)to promote farming and processing by extroversion economics. One of the important mechanisms of the two models is agglomeration diffusion mechanism. Agglomerating superiority is the foundation of areal models. Centering on superior products, resource superiority, scale superiority, science technology superiority and competitive market superiority are agglomerated with multiplied benefit. As a result, the regional superiorities will come into being. The diffusion appears while the strength grows. The produce factors are optimized in more extended regions by the expanding of industry, market and area. The areal model of management of agricultural integration in Su Xi Chang region mostly shows agglomeration while diffusion appears
