摘要
以治理理论的"合作、互动、服务"为核心,以国家提出的"平等、参与、共享"现代文明社会残疾人观的科学内涵为依据,在分析研究构建政府、市场和社会组织新型关系的基础上,探讨如何提高残疾人体育公共服务的效率和效益。提出残疾人体育公共治理的权力运行,要完善配套制度政策,引入社会多元化的竞争机制,进一步加大政府购买针对残疾人体育公共服务的专项财政投入力度,在共同目标支持下形成由政府主导、社会组织参与的多元合作、双向互动的管理模式。推进残疾人体育自治主体、职能、方法和结构的多元化,强化残疾人体育自治组织规范、健康发展是未来一个时期需要认真解决的重大问题。
A The research relies on the theory of management ＂cooperation and interaction, service＂ and it is built upon the country＇s putting forward ＂equality, participation, sharing＂ modem civilized society disabled the scientific connotation of the concept. Meanwhile, it is based on analysis of construction in the government, market and social organizations involving on the new kind relationship, this paper discusses how to improve the efficiency of sports for the handicapped. It put forward the public services and benefits of some of the public governance handicapped sports power operation. It is demanded that we should complete set system, policy, introduce social pluralistic competition mechanism and further strengthen the government buying sports public services for the disabled special financial investment. In the common goal formed under the support by the government leading, social organizations involved in diverse cooperation, two -way interaction management mode. There are needs to promote handicapped sports autonomous subject, function, method and structure of the diverse, to strengthen the handicapped sports autonomous organizations of a standard. Healthy development are the significant problems which needs to seriously address in a period of the future.
